Overview

Refillable Certified verifies product systems that may help reduce negative environmental impacts through being refilled and reused multiple times.

Not all refillable product systems represent the same level of sustainability benefits. This Standard helps consumers identify products assessed against criteria underpinned by consumer data, giving them confidence they are choosing systems that may help reduce negative environmental impacts when compared with single-use equivalents.

  • What You’ll Need to Provide

    Brands applying for certification may be asked to submit:

  • Product and packaging specifications
  • Bill of Materials (BOM)
  • Packaging weights and material composition data
  • Durability and performance testing evidence
  • Consumer use data (where applicable)
  • Supporting technical documentation and declarations
  • What the Certification Body Will Assess

    An approved Certification Body will review:

  • Product eligibility against the Standard requirements
  • Supporting evidence and technical documentation
  • Packaging durability and performance data
  • Material composition and environmental impact information
  • Consumer use assumptions and supporting evidence
  • How the REST Tool Supports Certification

    The Refillable Eligibility Scanning Tool (REST) is used during the certification assessment to evaluate the environmental performance of a refillable system.

    The REST tool:

  • Uses product, packaging and Bill of Materials (BOM) data
  • Calculates key environmental impact indicators
  • Determines the product’s Minimum Uses For Impact
  • Compares the calculated MUFI against the required certification threshold
  • Understanding MUFI

  • MUFI represents the minimum number of refill uses required for a refillable system to deliver environmental benefits compared to a single-use alternative.
  • Certification eligibility is assessed against a MUFI threshold derived from consumer behaviour research.
  • Products must have a calculated MUFI equal to or lower than the MUFI threshold to be considered for certification.
  • Certification Process

    1. Check your product’s eligibility.
    2. Submit your application and supporting evidence.
    3. Certification Body conducts the technical assessment.
    4. REST tool calculations are completed.
    5. MUFI threshold requirements are assessed.
    6. Certification Body submits its recommendation.
    7. Circular Living Standards reviews the assessment outcome.
    8. Certification licence and mark usage approval are issued for successful applicants.

    After Certification

  • Certified products may be subject to ongoing surveillance and recertification activities.
  • Any significant product, packaging or material changes will require reassessment.
  • Certification helps demonstrate that a refillable system has been independently assessed against Circular Living Standards requirements.
